It's there, it's just not separate. For the sake of making ice cubes which are practical to use, some of the states were smushed together.
- Why isn't West Virginia properly represented?
Because it's a fun little ice tray and not a geographically perfect map. Some states had to be squished a little bit to make room for the borders, while others had to be combined to make practical ice cubes
